No you don't, and in many cases our customers are deploying Windows To Go drives to be used with laptop's that don't have hard drives installed, effectively the Windows To Go drive is acting as the hard drive for the host PC and running at fast SSD speeds.
The rule of thumb is that if the Windows To Go drive is to run Windows 10 Enterprise you should be provisioning the device on a Windows 10 Enterprise machine (Windows 10 Pro is also possible) if you are provisioning a device running Windows 8.1, you will need a Windows 10 Enterprise or Windows 8.1 Enterprise machine, please note you will note be able to provision a Windows 10 device if you are running Windows 8.1 or Windows 7 on the provisioning computer.
